The possibility exists that the lightsaber cut does too much cellular damage to the tissue surrounding the cut that it cannot be reattached. It also is a possibility that they could not get Anakin medical attention fast enough to safely reattach his arm–after all, a body begins to decompose quite fast after death and a severed arm would be no different. Another possibility is that with so many injuries during the battle, bacta would have been in short supply and the use of a prosthetic replacement was simply more prudent.
