Why was there no consensus in the Arab League to avert the war?
One of the least appreciated serious implications of Iraqi invasion of Kuwait was the seed of discord it has sown quasi-permanently among the Arab nations. It was the inability of the Arab league to resolve the occupation of Kuwait by diplomacy that led to the Gulf War I. In part, it could be said that the inability of the same organization to resolve the issue of disarmament of Iraq or successfully persuade Saddam to go on exile that caused the Gulf War II. It must also be noted that the Kuwait invasion of 1990 had had significant untoward effect on the league. After the Gulf War I, the slow and incomplete healing of the worsened relationship caused significant economic losses to the poorer members of the leagues who found their nationalities suffering from the mistakes committed by their leaders.
