The submarine was invented, reinvented and various versions of it were tested over a 1,600 year period (at least). It could be a novelty, an engineers “experiment”. The ocean floors were (and still remain) the most unexplored part of our world that is theoretically accessible. In ancient times people still looked for sunken treasure, raised sunken ships and hunted for food on the ocean and sea/lake floors. However, most skilled divers were limited to a few minutes at best underwater and it was not easy to see. It also would seem that a ship that is already able to go underwater would be less likely to sink (though we know that is not necessarily true). I think the WHY question here has numerous answers by the numerous people who tried. Obviously, it overcame the problem of staying submerged in a water-tight (or relatively water-tight) environment and dealing with outside pressure.
