Why was the process not started earlier? Is it possible to have more time for the process and allow for more competition?

The process actually began back in November 2005. However, a delay in identifying suitable sites and obtaining the necessary approvals has had a knock on effect to the rest of the programme. Timescales for completion have meant that we have had to introduce the current timetable that we are working to and does not have any further flexibility.
