Why was the ILP Program developed?
There are more than 125,000 California children in placement every day. Many of these children are teenagers. The foster care system provides for their care until they emancipate (turn 18 and graduate from high school). Many of these youth do not have families to help support them through the first difficult years of young adulthood. ILP was developed to help prepare youth to be able to care for and support themselves when they emancipate.
