Why was the Harbor Main Street site selected if it is smaller than the site size criteria?

Initially this site was not smaller than the criteria size of 1.1 acres, since we were considering the combined Riverway / Old Town Hall site. Library expansion towards and into the Old Town Hall remains an option for the town for the future and the conceptual site plan indicates this site will work from a parking perspective considering on-site and off-site parking discussed above.
