A. In order for a new centre to be open as quickly as possible and to get the best value from the budget, a tight project delivery plan was developed. The building was closed to allow an asbestos survey to be undertaken which could NOT be done when it was in use. If this work had been delayed until after planning decision, this would would have put back the project build dates by several months or longer.
