A. An outline application would have served no useful purpose in this case as the use is long established and within the town centre, which is the most appropriate/sustainable location for such a facility. All the planning issues of concern, (design, contribution to the character of the locality, transport/parking and highway issues etc) need to be addressed in a detailed application.
