Why was Openreach created?
As the development of the telecoms industry progressed through the 1990s and early 2000s, the end user benefited from better and faster communications services and a wider choice of Communications Providers But all Communications Providers still depended on BT for access to the local network (the bit from the exchange to the home/business). BT therefore found itself in a difficult position where its competitors – the other Communications Providers – were also its customers. Openreach was the solution; an organisation that had the resources and the ability to maintain and develop the network and that was separate from the BT operation.
