Tens of thousands of French citizens were executed, most without legitimate cause, during The Terror and the guillotine became a fearsome symbol of Robespierre’s power. The French Government put Robespierre in charge of the Committee of Public Safety which sounds like a nice group, but they were really tasked with executing anyone suspected of being loyal to the king or against the Revolution. So when the Thermidorian Reaction happened (basically a revolt against the revolters) Robespierre was one of their chief targets.
