No, not at all…It was just a location where the Union could antangonize the Confederacy and cause the war to occure. The Confederacy had seceded and the north was upset about loosing their biggest tax asset. The Union was going into a recession. The Confederacy had sent emasaries to Washington saying the Union could keep the fort but not to send in addional arms and troops. After the Union had sent more troops and arms in for a third time after each request the Confederacy had informed the Union it would be considered an act of war and fired on the fort. The Union wanted and needed the war for economic reasons NOT for the slavery issue until Lincoln needed and excuse for the war he had started.
