The system was originally developed to be the digital replacement for the National Warning System (NAWAS), linking the President with state and municipal governments. NAWAS is the system Comlabs redesigned in 1990, produced and supplied product for, and continues to service. Further developments have made EMnet the number one choice for states upgrading the Emergency Alert System (EAS) to meet their needs, as well as those of the municipal governments and broadcasters within their borders.
