Why was building allowed to go on basically unchecked for so long without any worries?
The Mojave Water Agency cannot speak to the policies regarding each city’s (and the County’s) philosophy on growth and development. Although MWA has no land use authority, the Agency did create a 20-year planning document in 2005 called the Regional Water Management Plan (RWMP). This plan was crafted over a three-year period with significant input from the region’s stakeholders (including active involvement by Hesperia).
