Why was a historic and cultural resources Memorandum of Agreement necessary?
Section 106 of the National Historic Preservation Act of 1966 requires federal agencies to take into account the effects of their undertakings on historic properties. In this case the undertaking is the issuance of a permit to the City of Newport News, Virginia for the King William Reservoir project. During the early stages of the permit application review process it was determined that a Section 106 Memorandum of Agreement would be necessary to establish and formalize a collaborative process that avoids, minimizes and mitigates adverse impacts to historic and cultural resources. This agreement was signed in June of 2005.
