A Canada-Ontario cooperation agreement was signed for the Windsor-Detroit project because the provincial highway extension in that case was not integral to the project. The connection to the bridge could have been in a number of locations. That was a different situation than we have for the Ottawa-Gatineau Interprovincial Bridge. In the case of Windsor-Detroit project, the MOE rendered a decision only on the highway portion of the project.
