Why was a case management pilot introduced in Toronto?
Significant concerns had been expressed about delays in the civil justice system in Toronto. Waiting times to obtain dates for both interlocutory motions and trials were unacceptably long and were growing. Concern had also been expressed about the rising costs associated with the number of steps and appearances that must be undertaken at the early stages of a civil case.
