Ample vegetation can resist the flow of water raising the water level necessary to conduct a given rate of flow (to drain a given drainage basin). With increased resistance to flow the velocity of the flow may decrease near the vegetation allowing silt and sand to fall out and collect whereas a strong flow would scour it and keep it waterborne and moving along.
