Tomcat has made significant performance improvement since 3.x. However, using an Apache-Tomcat configuration will still be somewhat more efficient, as Apache is more efficient in serving up static content (.html, images etc.). Also with the significant Apache user base, some people feel more comfortable, having Apache at the http end, with its years of rock solid history.
