Because people kept breaking the windows. That’s why they started to close off windows. Later they felt windows were distractions from the talks -preaching going on inside. You still can find windows in older Kingdom Halls. EDIT> The gates are put up to keep out or deter vandals. Or to keep people from driving around in the parking lots during non meeting hours. Hope this helps. They are (most of them) decent good people so don’t worry.
