The most important percentages are the final votes needed to pass a bill, amendment or articles of impeachment. On a bill the percentage was set a 66% as this is the same percentage required to override a presidential veto. On an amendment the percentage was set at 75% as this is the same percentage of state legislators required to pass a constitutional amendment under the current system. On articles of impeachment the percentage was set at 75% to prevent abuse of the impeachment process. Also, in the process the public votes as to “guilty” or “not guilty” as would a jury. In most jury trials the bar is set at a unanimous agreement. So, the bar here is set as high as logic allows.
