Potters Bar, Cuffley and Epping are areas in the immediate countryside outside London and so became desirable commuter areas, and some quite expensive houses were built. Cheshunt and Waltham Cross are joined on to London as it were, and tended to be settled by people moving gradually up from the East End along the Tottenham/Edmonton corridor often into council housing schemes or being able to buy small houses that were once relatively cheap. A lot of small houses were I think built in Cheshunt and Waltham Cross because there used to be a lot of factories and light industries in the area and they became more defined as working class areas, whereas Potters Bar etc, would be more for people with posher jobs commuting.
