You may be missing something here. High pressure areas are not necessarily all in the “horse latitudes”. The horse latitudes are a region were high pressure systems tend to develop. It is 30-35 degrees north and south of the tropical convergence zone. In other words the heat at the equator makes the air rise and as it moves north(or south) it cools and sinks forming areas of high pressure known as the horse latitudes. High pressure areas also tend to form over areas that are very cold, for example Siberia in the winter. And also in temperate climates as part of the highs and lows which move along the jet stream.
