Why the hell is the Primogen Council running the city?

The Prince disappeared about fifty years ago. Ever since, the Primogen Council has been running things pretty smoothly and none of them are anxious to hand over their city to a single person. That’s not to say that there will never be a Prince, there just isn’t one right now.
