Why software only solutions cannot offer protection “outside the operating system”?

“Software only solutions” work only within the operating system. If the operating system is crashed or not in a bootable sate , then the “software only solution” cannot work. pcdefender works both ways within the operating system as well as outside the operating sytem. Therefore a hardware level protection is required.
