According to Spanish law anyone who lives in Spain is obliged to register in the municipal census in the municipality where they usually live. It is only then that resident status is conferred which gives residents the right to take part and enjoy life in the municipality (take part in the local elections, for example) and get access to many of the most important public services (education, social services, local municipal facilities…). Residents also need to be registered in the census to be able to use a number of services organised by other types of governmental administrations.
