An MVNO is a relatively new and untested concept which raises significant regulatory and technical issues. OFTEL issued a statement on 21 October following consideration of its responses to its June consultation document on MVNOs. This concluded that regulatory action to provide services by network operators to MVNOs is not justified at present, and there is no certainty that it will be in future.
