Refresh rate is different on LCD screens and CRTs. In a CRT, the picture is formed by a dot which rapidly moves across and down the screen, line by line. This means that for much of the time the screen is dark. For people who are sensitive to flicker, a refresh rate of 60Hz is too low, and on a white screen displays an annoying amount of flicker. On an LCD the individual pixels are always alight, and switch off (for black) or change colour according to the way the picture changes. This means that 60Hz, the natural refresh rate for LCD screens doesn’t give rise to flicker.
