Why regulate – won’t people include energy efficiency features as a matter of course?
Many building owners will, and do, install energy efficiency features and some will install features that far exceed the BCA minimum but in a commercial environment market failure occurs where there is a dislocation between the developer who builds the building for the lowest first cost and the long-term owner who has to pay the operational costs with very limited scope to retro-fit energy efficiency features.
