Why Petri dish are labeled on the bottom?

Labelling the bottom as opposed to the lid ensures that the label will not be removed from the dish by accident/if the label is say a cross that segments the gel it ensures the grid cannot be rotated (it may be rotated accidentally if it was on the lid).
