I think it is a process that develops early with a surplus of exterior approval and praise. As a child is growing, it is nearly impossible to detect arrogance because it is a complex behavior that is not visible until later in life. However, as a person grows, the overload of confidence they have acquired expresses itself as arrogance. A person who has always gotten their way in life can become arrogant in all situations because they begin to assume that whatever they do/say/believe is correct. Do not be too quick to deem someone arrogant though. You first have to consider your own biases that you may have towards them.
