The fear i think, comes from thinking that you might die in your sin. That you may die without getting a chance to ask for forgiveness. Sure, God is love, but God also hates sin. He cannot be around sin, therefore, if you die in sin, he will send you away when you reach his presence for judgement. Think about it, wouldnt people rather believe that they can sin all they want and get away with it than believe that they will be judged for the wrong they did?
