Because XSL can’t produce most varieties of server pages, since they are not compatible with standard XML or HTML. And because an XSL stylesheet used to specify server pages transformations quickly becomes unmaintainable. Don’t take my word for it: try writing an XSL stylesheet for any of the Dynamator examples.
