Why not simply convert existing general traffic lanes to HOV lanes?
The ministry did consider early opportunities to implement HOV lanes by converting existing general traffic lanes to HOV use. However, this option would have resulted in less capacity being available for general traffic, meaning that the remaining general traffic lanes would become more congested. By adding a new lane to a highway for use by buses and other HOVs, total highway person-moving capacity is increased.
