• The Blaxland Centre would need a great deal of upgrading to make it suitable as a library. • The Blaxland Centre is not in a shopping precinct, which minimises the opportunity for the community to link their trip to the library with shopping. • Library use was low at the Blaxland Centre, and a more accessible site will increase library use.
