Why not open up the southern end of Heath Street to improve access?

The southern section of Heath Street was turned into a cul-de-sac approximately 15 years ago as the ‘five-way intersection’ did not operate effectively and was extremely unsafe. The street will not be re-opened based on its previous poor safety record.
