UDOT’s goal is to move the maximum amount of people through the I-15 corridor. The Express Lanes move more people with fewer vehicles because they carry carpoolers, but the lanes still have more capacity. By permitting solo drivers to purchase the remaining capacity UDOT can decrease the travel times for all drivers on I-15.
