When considering the benefit reductions, this was one of the options considered. Because a vast majority of participants are currently in the low deductible plan, it was difficult to come up with a scenario that the actuaries could legitimately predict a large migration of participants from the low deductible to the high deductible without the deductible levels almost merging together. After much discussion, it was then decided to propose a single PPO plan.
