Why not keep the high deductible plan and give better incentives for people to switch to it from the low deductible plan or from the HMOs?
When considering the benefit reductions, this was one of the options considered. Because a vast majority of participants are currently in the low deductible plan, it was difficult to come up with a scenario that the actuaries could legitimately predict a large migration of participants from the low deductible to the high deductible without the deductible levels almost merging together. After much discussion, it was then decided to propose a single PPO plan.
