Why not just have people continue to boil their water?
A. Three reasons: 1. This uses up wood from forests, which accelerates soil erosion and reduces the oxygen the trees would have released into the atmosphere. This is probably the factor of greatest interest to government officials whose permission you may need before you install a public system like this one. 2. Poor people use their precious time to gather this firewood and then boil the water 3. Smoke is inhaled mostly by women when water is boiled (usually inside homes) and this increases the health risk.
