Why not implement new air cargo security regulations immediately?
Rather than immediately issuing new air cargo security regulations the Government of Canada has chosen to implement air cargo security enhancements through a Memorandum of Understanding (MOU) and voluntary compliance. This path will allow Transport Canada and industry to gain experience and determine what air cargo security measures are most practical and effective for the Canadian environment before taking the final step of entrenching the requirements in law.
