Why not have several small facilities instead of one large one?
Economies of scale have a large effect on costs. A 200,000 tonne facility would not cost 100% more than a facility half its size. The higher costs associated with having several facilities are due to the costs of the actual technologies used within each facility. For instance, two MBT plants would require two sets of sorting and screening machinery, almost twice the price regardless of the size of each plant.
