Why not have both the lower case and capital letters on the Phonogram Flash Cards?

In the beginning this method teaches only lower case letters. The capital letters that are less often used, are taught as they are needed. The instruction for capital letter formation is in the “Phonics for English Reading, Spelling & Writing Express ” Program Manual. Teaching the lower case letters alone is less confusing and eliminates the problem of interspersing lower case and capital letters.
