Why not generate appropriately sized maps on the fly?

It’s significantly slower to produce custom maps on the fly. In addition, the Xerox server adds margins which aren’t easy to predict, which in turn makes it impossible to know where to plot the paths, and the lack of full coloring makes the maps harder to read.
