Why not do an operating referendum before construction?

The district doesn’t think it is necessary to request additional operating funds right now. As they project expenses, they think the district general fund will be sufficient for the next two to three years. However, if the district doesn’t invest in improvements to make its buildings more energy efficient, the district will have a deficit in its operating budget by 2012 or 2013 and will have to consider a referendum for operating funds.
