We found this is the bug of SP4 (please see 822831 – BUG: Driver Installation Program Does Not Install Device Drivers http://support.microsoft.com/default.aspx?scid=kb;en-us;822831 ) You can download the hotfix at http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=7c896e82-4b50-44c8-a634-3227c0e71293.
