Why must the police implement community-based programs designed for crime prevention?
Because before someone becomes a criminal, they are just an ordinary citizen in the community, living in the midst of fellow citizens who might have a beneficial influence to reject crime as a personal choice. Prevention awareness and education are the feedback the police give to the community which results from their primary work investigating and charging criminal activity.
