While history shows that the Convention has struggled with where to place these two items, we believe at this time that it is best for the field responsibility for these matters to rest with the state conventions. Historically, the promotion of the Cooperative Program and Stewardship Education has been carried out effectively by the state conventions because of their proximity to the churches. We want to encourage the President/CEO of the Executive Committee to work with state convention leaders to plan and execute an annual strategy for the promotion of the Cooperative Program, as well as education in Biblical stewardship. Desiring to strengthen the partnership and cooperation between the state conventions and the Southern Baptist Convention, it seems best to ask the Executive Committee to provide a Convention-wide perspective and enthusiastic support for these matters, while asking the state conventions to assume responsibility for their promotion.
