When Spain colonized the New World, they did not put in any infrastructure and tthe governing was based on corruption (there were no salaries per se, you got bribes etc to make the salary). The legacy lives on. Many of the countries are NOT third world countries BTW. It’s ridiculous to equate more of a Spanish-speaking population with moving to a third-world (actually “developing”) country status. That is just ignorant thinking. The US has a constitution, a strong base for the economy (even though we are in recession now), and a lot of capital and assets. Please read more economics and history so you can make a more informed “question.
