Why might the Windshield View Init fail?
The WindShield View requires up-to-date video drivers for your video card and Microsoft’s DirectX 8.1b or higher. It’s most likely that you’ll encounter this on Windows 98, since it does not have the same kind of automatic updates that come along with later versions of Windows. You may also have to set the display resolution to use less memory so there’s some left for the 3D rendering surface: Use Control Panel->Display->Settings to try setting it down to 640×480 at “high color/16-bit/65536 colors” — and go up from there, trying MountainScope each time, to see where your resolution/color limit is.
