Great swimmers come from where the great coaches are. If you have a superb coach, you can probably train just about anywhere. I also think it’s a numbers game. Think of all the thousands of swimmers who train exclusively in short course pools. Are you suggesting that none of them would be capable of becoming a great swimmer because of the length of the pool they train in? Personally my long course training was limited to summer months. Pool time was limited because the facilities were shared with other groups. I can easily see how some programs would not have access to a long course pool at all.
