Every year,another city in Europe is classed a Capital of culture,and gets millions of investment and publicity.The council has to put money in,but gets a lot back from governments.It is always he central parts that get the cash with art and culture benefiting.It is top show with no real benefits to the majority of folks who life there.It may promote a city,but does not provide much needed jobs,the main thing needed.
